Angeles City Councilor Atty. Jeselle Dayrit has noted that the lack of birth certificates affects both the young and the elderly in the city — preventing students from attending school and hindering seniors from accessing benefits.
She made the observation during her free legal consultation and notarial service days for indigent residents.
The councilor is now appealing to midwives and parents to ensure the accuracy of birth certificate information to avoid future problems.
She recounted cases where students were unable to enroll due to errors in their birth certificates. Seniors, meanwhile, are also unable to receive government benefits because of incorrect information — or even the absence — of birth certificates.
According to Councilor Dayrit, these are among the many issues she has encountered during her visits to barangays to provide free notarial services for simple documents and legal assistance.
Having visited nearly 30 of the city’s barangays, she said there is a high demand for legal services in communities where residents have limited ability to pay.
Aside from her barangay visits, a “Lawyer of the Day” desk is now available daily at City Hall to assist residents with notarial needs, helping them save ₱500 to ₱1,500 in fees.
Councilor Dayrit said she will continue and expand her legal aid outreach to meet the strong demand from the community.
