NEW CLARK CITY — BCDA President and CEO Joshua “Jake” Bingcang said the Pax Silica project in New Clark City aims to transform Central Luzon into a new manufacturing powerhouse focused on AI infrastructure components.
Speaking to stakeholders at NCC Stadium on Aug. 7, Bingcang clarified that the site is designed for advanced manufacturing, not for power-intensive data centers. He noted that New Clark City was chosen for its master-planned layout, titled public land, and existing infrastructure.
Bingcang acknowledged “social issues” surrounding the project and said BCDA is conducting ongoing consultations with various sectors to address stakeholder concerns.
“The objective is to attract a major anchor tenant in AI infrastructure manufacturing,” he said. “We want to add value to our mineral exports and move our semiconductor industry up the value chain.”
Department of Trade and Industry Undersecretary Ceferino Rodolfo said Pax Silica aligns with national programs including the electronics industry roadmap and AI governance frameworks.
“Since joining in April, the Philippines has been designated a ‘trusted partner’ by AI tech originator countries, which has generated strong investor interest,” Rodolfo said.
He added that the project will leverage the country’s position in the semiconductor supply chain to shift from a labor- and services-based economy to a higher-tier, AI-driven industrial economy.
“Our goal now is to be an active participant in global industrial trends, not just a spectator,” he said.
