BOC Clark strengthens services through IAM

The Bureau of Customs continues to institutionalize a culture of innovation across its collection districts, as the Port of Clark demonstrates how reforms anchored on its Integrity, Accountability, and Modernization Movement transforms customs administration. (BOC) 

CLARK FREEPORT ZONE – The Bureau of Customs (BOC) Port of Clark is strengthening customs services through reforms focused on integrity, accountability, and modernization (IAM), in line with President Ferdinand R. Marcos Jr.’s push for a more efficient, transparent, and business-friendly government.

This initiative seeks to improve trade facilitation, digitalize customs processes, strengthen border protection, and deliver faster and more responsive services to businesses, passengers, and other stakeholders in Clark.

Port of Clark District Collector Jairus Reyes disclosed that they collected about ₱2.765 billion during the first semester of 2026, surpassing the revenue target by ₱104.71 million, while issuing 51 warrants of seizure and detention covering smuggled goods valued at more than ₱614 million.

The Port has also strengthened partnerships with the Customs Industry Consultative and Advisory Council, Clark Development Corporation, Luzon International Premiere Airport Development Corporation (LIPAD Corp.), and Air Express Cargo Operators to improve cargo movement and address operational concerns affecting businesses in the Clark Freeport Zone.

Through these partnerships, Reyes said the Port facilitated the use of commercial flights by FedEx and UPS, and implemented the Maintenance, Repair, and Overhaul-Facilitated Access for Services and Trade customs procedures to expedite shipments for aircraft maintenance and support Clark’s development as a major air cargo and express sorting hub.

The official furthered that stakeholders have recognized improvements brought by the reforms, particularly in making customs procedures faster, more transparent, and more responsive to industry needs, adding that the port will continue to uphold IAM in delivering better customs services.

“Ito ang klase ng serbisyo na kailangan ng ating mga negosyo at ng ating ekonomiya,” he pressed, stressing the port’s commitment to strengthen trade facilitation, border protection, and revenue collection for the Filipino people.

As part of its digital transformation, Port of Clark institutionalized its deliverables tracker, a real-time dashboard that enables management to monitor operational and administrative commitments and ensure the timely completion of deliverables.

It also introduced QR code-enabled access to customs forms and documentary requirements and is developing the Clark App, a centralized platform that will provide stakeholders with access to customs procedures, forms, the Citizen’s Charter, announcements, and other services.

The Port further improved service delivery through its zero pending entries and transactions policy, extended processing hours until 7:00PM, continued weekend and holiday operations, and regular stakeholder dialogues to address operational concerns before they disrupt business activities.

Passenger services at Clark International Airport (CRK) were also enhanced through a tripartite agreement with LIPAD Corp. and the Korean Community Association in Central Luzon, providing dedicated Korean interpreters to assist arriving Korean passengers.

Meanwhile, the Port continues to strengthen border protection through the development of an operational framework for the CRK Inter-Agency Drug Task Force, along with personnel capability-building and community development programs. 

These support the BOC’s commitment to efficient, accountable, and people-centered public service.
