The Bases Conversion and Development Authority (BCDA) and the Home Development Mutual Fund (Pag-IBIG Fund) are joining forces to expand housing development opportunities in major growth areas, with approximately 14 hectares in New Clark City identified as the initial priority site under a new institutional partnership.
Under a memorandum of agreement (MOA) signed on October 8, 2026, BCDA and Pag-IBIG Fund will work together to identify, plan, finance, develop, and implement potential housing and institutional projects in BCDA-led properties. Camp John Hay, Morong Discovery Park, and the Poro Point Freeport Zone have also been identified as possible locations for future developments.
BCDA President and CEO Joshua M. Bingcang and Pag-IBIG Fund CEO Marilene C. Acosta signed the agreement, witnessed by Department of Human Settlements and Urban Development (DHSUD) Secretary and Pag-IBIG Fund Board Chairman Jose Ramon P. Aliling.
The partnership aims to align the development of government properties with the growing demand for housing and community facilities in areas attracting workers, businesses, and investments.
“We see this as a long-term institutional partnership. As our project areas continue to grow, we want to make sure that our properties are put to productive use and that development keeps pace with the needs of the people,” Engr. Bingcang said.
Engr. Bingcang noted that this project continues to support the Marcos administration’s housing agenda by expanding access to quality and affordable homes for Filipino families.
“Through this partnership, we aim to advance projects within the Marcos administration’s term that will provide quality housing and help give Filipino families. Building on our previous Pambansang Pabahay Para sa Pilipino (4PH) groundbreaking, we look forward to working with Pag-IBIG Fund to turn more of these opportunities into quality housing for Filipino families,” he added.
The partnership comes as demand for housing and other developments continues to grow in BCDA project areas. The Clark Freeport Zone currently has approximately 145,000 workers and over 1,200 locators.
In New Clark City, the future developments, including the proposed advanced manufacturing park under the Pax Silica initiative, are also expected to further increase demand for housing and other community facilities.
The partnership will begin with the identification of potential projects and the preparation of development plans. A Joint Steering Committee will then evaluate the proposed projects and work out the appropriate arrangements for their implementation.
“Making homeownership more accessible means bringing together affordable financing and quality homes in locations that meet Filipino workers’ needs. Through this partnership, BCDA can provide access to government land, while Pag-IBIG Fund can contribute financing and housing expertise,” said Ms. Acosta.
Ms. Acosta added that the partnership aims to bring accessibility and convenience to Filipinos between their workplace and families.
“This gives us an opportunity to build homes closer to workplaces and make it possible for our members to walk to work, helping them spend less on transportation, avoid long commutes and enjoy a better balance between work and home. Beyond homeownership, we want our housing efforts to ease our members’ daily expenses and give them more time with their families,” she added.
The parties will agree on the specific arrangements for each project, including the development period, financing, construction, and eventual use or management of the completed development. Depending on the project, completed housing units may be sold, while other developments may be leased or operated under arrangements agreed upon by both parties.
Beyond housing, the partnership aims to expand Pag-IBIG Fund’s services in Central and North Luzon. It also opens opportunities for mixed-use and institutional developments, including Pag-IBIG Fund offices, to bring services closer to communities outside the National Capital Region.
The partnership builds on the existing collaboration between the two agencies. In 2025, BCDA and Pag-IBIG Fund, together with DHSUD and private sector partners, broke ground on an affordable housing project in Capas, Tarlac, under President Ferdinand R. Marcos Jr.’s 4PH Program, which will initially provide 840 housing units within a 5.84-hectare masterplanned community.
The new agreement provides a broader framework for BCDA and Pag-IBIG Fund to pursue more projects together, with the goal of maximizing the potential of government properties while creating more opportunities for housing, jobs, investments, and better communities
