Alagang Nanay gets national recognition

CITY OF SAN FERNANDO – Pampanga’s flagship health program “Alagang Nanay” Preventive Health Care received recognition at the first-ever National Universal Health Care (UHC) Summit 2025 held at the Asian Development Bank in Ortigas, Pasig on Aug 28.

A brainchild of Gov. Lilia “Nanay” Pineda and Vice Gov. Dennis “Delta” Pineda, Alagang Nanay was highlighted as a model for the country under the theme: “Unified Governance for Stronger Primary Care Service Delivery.”

“Through the Alagang Nanay model, the LGU highlighted compassionate, community-centered, and strengthened frontline health services,” read the recognition signed by Health Secretary Teodoro J. Herbosa.

In his speech, Herbosa cited the key role LGUs, thus: “To our local chief executives, as stewards of health in your provinces and cities, your leadership is both indispensable and determinative of the full realization of UHC.”
“The success of UHC rests not solely on national policy but on the concrete decisions you make in your jurisdictions,” he said.

As the only province in Central Luzon and among only eight provinces and cities nationwide showcased in the summit, Pampanga’s commitment to strengthening health systems and bringing services closer to the people was placed in the national spotlight.

Alagang Nanay is grounded on the core value of the Pineda administration of “No Kapampangan will be left behind” in the availment of government services.

In the same summit, Pampanga also received a certificate of commendation for accomplishing “100% in organizational-level and 90% in functional-level Key Result Areas under the LHS ML framework demonstrating exemplary leadership, innovation and commitment to realizing the vision of UHC.”

The LHS ML or the Local Health Systems Maturity Levels is a monitoring and evaluation framework used by the Department of Health to track the integration of local health systems into wider province- and city-wide health systems, as mandated by the UHC.

Receiving the recognition on behalf of Governor Pineda, Pampanga Provincial Health Office chief Dr. Dax Tidula said “We extend our deepest gratitude to our integrated city and municipalities, DOH partners, PhilHealth, Jose B. Lingad Memorial General Hospital, local leaders, and all stakeholders whose efforts and collaboration made this achievement possible.”
