CDC team completes ARTA training to elevate business efficiency

CLARK FREEPORT — Clark Development Corporation (CDC) continues to participate in training programs to improve the ease of doing business and enhance government service delivery.

The Anti-Red Tape Authority (ARTA) recently organized the Regulatory Management Systems and Regulatory Impact Assessment (RIA) training for CDC officers and employees, under the leadership of Atty. Agnes VST Devanadera.

“The completion of this training provides our team with the necessary skills to streamline regulatory processes and enhance service delivery,” said Atty. Devanadera. The RIA training evaluates the costs and benefits of regulations through evidence-based analysis, helping government agencies review, simplify, and modernize them.

Additionally, the training covered the National Policy on the Regulatory Management System (ARTA Memorandum Circular No. 2022-06) and the Regulatory Notification Form (RNF).

The Introductory Course aimed to equip agencies with the steps to conduct RIA and develop a Preliminary Impact Statement.

CDC officers and employees who completed the training include Marigrace Gutierrez, Manager of the Trade Facilitation Division; Atty. Katrin Anthea Rojo from the Office of the Vice President for Legal Affairs; Ar. Floyd Dizon from the Building and Facilities Permits Division; and Jessy Cortez, Security Agent from the Public Safety Division. These employees received their certificates of completion during the third annual ENRICH: Empowering Next-Generation RIA Champions at the Philippine International Convention Center (PICC) in Pasay City on December 3.

CDC also received a Certificate of Appreciation from ARTA for its continued support of ARTA’s capacity-building initiatives. In line with Section 17(h) of Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, ARTA conducts training programs to help national government agencies (NGAs) and local government units (LGUs) adopt sound regulatory management practices. ARTA reported that it has trained 343 government employees from 63 agencies on RIA.

During the launch of CDC’s Business One-Stop-Shop (CDC BOSS) in November 2023, ARTA Director General Ernesto Perez commended CDC for enhancing efficiency and improving public service in the Freeport.

Other agencies that participated in the RIA training included the Department of Transportation – Office for Transportation Security (DOTr-OTS), Department of Science and Technology – Technology Application and Promotion Institute (DOST-TAPI), Power Sector Assets and Liabilities Management (PSALM) Corporation, and the Department of Health – Philippine Institute of Traditional and Alternative Health Care (DOH-PITAHC).
