Utility rehabilitates wells, expands monitoring to secure supply in Clark Freeport Zone
CLARK FREEPORT ZONE — Amid prolonged dry weather, Clark Water has activated a comprehensive El Niño Mitigation Plan to ensure continuous water supply for businesses, industries, and communities in the Clark Freeport Zone.
The utility is rehabilitating 10 existing wells and redrilling 2 abandoned deep wells. It is also developing 2 new production wells and building treatment facilities to support 2 additional deep wells to expand and diversify water sources.
To support sustainable groundwater use, Clark Water intensified monitoring of its aquifers. It conducts daily performance assessments of operating wells and monthly tracking of Static Water Levels and Pumping Water Levels.
The company also maintains a replenishment program for critical spare parts and implements preventive maintenance to minimize service interruptions.
On water loss management, Clark Water reported an average Non-Revenue Water level of 6% in the first half of 2026. Programs include proactive leak detection and repair, optimized pressure management, meter replacement, and establishment of District Metered Areas to pinpoint high-loss zones.
Beyond operations, Clark Water continues watershed protection efforts with the Clark Development Corp. Since 2014, the company has reforested 10 hectares and planted 8,330 trees.

Clark Water said the investments aim to reduce the risk of service disruptions and secure the region’s water supply as Clark continues to attract new investments.
