CITY OF SAN FERNANDO — The City of San Fernando is now using smart technology to improve traffic flow and emergency response.
Through the Department of Science and Technology’s (DOST) Smart and Sustainable Communities Program, the city upgraded its traffic management system using Internet of Things (IoT) sensors, high-resolution cameras, and artificial intelligence (AI).
This means traffic is now monitored in real-time without needing too many personnel on the ground.
According to Louie P. Clemente, City Public Order and Safety (CPOS) Coordinating Officer, the city already had its own Command, Control, and Communications Center (C3) before DOST stepped in. The C3 serves as the backbone of their operations.
Now, the command center is equipped with almost 200 high-resolution Pan-Tilt-Zoom (PTZ) cameras across the city. With these cameras, the CPOS can identify peak traffic hours and pinpoint areas that need more traffic enforcers.
“We now have the capacity to analyze data without the use of personnel. Just through cameras. So overall, the government saves a lot through the use of this smart technology,” Clemente said.
Aside from traffic, the city is also improving its emergency response. The City Information and Communications Office (CICTO) is developing a mobile app where residents can report incidents and request assistance. The request will automatically alert responders, and the CPOS can monitor them through a dashboard.
The city’s Command and Control Center was recently visited by DOST officials led by Secretary Renato U. Solidum Jr. as part of the 2026 Regional Science, Technology and Innovation Week (RSTW) in Central Luzon.
The initiative aligns with this year’s RSTW theme: “AI-enabled Central Luzon: Shaping Smart Industries, Creative Futures and Inclusive Growth” — showing how technology can help cities solve everyday problems like traffic.
