DOST highlights ‘SeeYouDoc’ to strengthen LGU digital health systems

SCIENCE CITY OF MUÑOZ — The Department of Science and Technology (DOST) Central Luzon highlighted SeeYouDoc as part of its efforts to advance digital transformation in local government healthcare systems.

SeeYouDoc, a Filipino health technology startup founded in 2018 by Noel Gary Del Castillo, connects patients, doctors, hospitals, and local government units (LGUs) through an integrated online platform accessible via web and mobile applications.

During the COVID-19 pandemic, the company partnered with the Department of Health and facilitated more than 15,000 free telemedicine consultations to ensure continued access to medical services amid mobility restrictions.

Del Castillo said the platform evolved from a simple doctor-to-patient application into a comprehensive healthcare provider network aligned with the Universal Health Care Law.

“Our mission is to provide easy access to healthcare technology, and we are aligning this with the Philippines’ Universal Health Care Law, which supports public and private health facilities, LGUs, doctors, and laboratory services to make healthcare free or more affordable for Filipinos. Through our platform, we aim to help bridge gaps and support the government’s efforts toward achieving universal healthcare,” he said.

The system enables patients to book consultations, access prescriptions, and maintain digital health records, while healthcare providers can manage appointments, referrals, and documentation in real time.

It also allows LGUs to build healthcare provider networks linking barangay health centers, public hospitals, and private facilities to streamline referrals and monitor service delivery.

With support from the Philippine Council for Health Research and Development, the company developed SeeYouDoc Analytics, a dashboard that provides data on patient volume, common conditions, prescription trends, and facility utilization to improve reporting and PhilHealth reimbursement processes.

Through assistance from the Technology Application and Promotion Institute, the startup secured intellectual property support and expanded its patent application internationally under the Patent Cooperation Treaty.

The innovation later earned a gold award during a 2024 international competition organized by the World Intellectual Property Organization in Geneva, recognizing its global potential in digital healthcare solutions.

The platform has been implemented in partnership with the Parañaque City government and supported digital health initiatives in Laguna through the GOB SOL app, enabling residents to access online consultations and regulated medicine distribution based on digital prescriptions.

Ongoing engagements are exploring potential expansion in Central Luzon and other regions, while the company continues integrating artificial intelligence features such as automated medical transcription and AI-assisted patient navigation.
