
Access to quality healthcare is becoming more within reach for Kapampangans with the opening of the Pampanga Provincial Hospital-Clark (PPH-Clark), a modern government facility designed to deliver affordable, preventive, and specialized medical services inside the Clark Freeport Zone.
President Ferdinand R. Marcos Jr. personally attended the opening of the three-storey Level II hospital, located at Changi Gateway in Clark Global City. It was formally inaugurated on April 29, 2026, and is the first government hospital established within Clark.

Designed to serve more than 151,500 workers, locators, investors, and nearby residents, the facility is seen as a major step in improving access to healthcare in one of Central Luzon’s fastest-growing economic hubs.
Government hospital for poor and working Kapampangans
Governor Lilia Pineda said the hospital was built primarily for indigent patients and workers who often struggle with rising healthcare costs.

“Ipinatayo natin ito para sa mga mahihirap na hindi kayang bayaran ‘yung private hospital at professional’s fee. Ang ospital na ito talaga, majority, 70 percent para sa mga mahihirap,” she said.
The governor added that minimum wage earners inside Clark are a key priority, especially those who delay treatment due to financial constraints.
“Tutulungan ko kayo para hindi masyadong mahal ang ibayad pag maysakit kayo,” Pineda said.
The provincial government will continue its zero-balance billing policy for qualified patients, ensuring that indigent families can access care without financial burden.
Strong national government support and funding assistance
The P601.74-million hospital was funded by the Provincial Government of Pampanga, the Department of Health, and the Philippine Amusement and Gaming Corporation, with infrastructure support from the Bases Conversion and Development Authority.

The Office of the President also extended about P85 million worth of medical equipment support, along with additional donations from partner agencies.
The province likewise invested over P115 million for hospital systems and equipment.
Pineda thanked President Marcos Jr. for the national government’s assistance in completing and equipping the facility.
“Opening na ngayon ng hospital at ako naman, masaya dahil ‘yung support ng national government sa mga importanteng equipment ay nandito na,” she said.
The governor also stressed that the project was completed without debt due to intergovernmental cooperation.
This is in line with Marcos Jr.’s healthcare agenda, which puts emphasis on strengthening regional healthcare systems and bringing quality medical services closer to Filipinos.
Modern and preventive healthcare services
PPH-Clark is designed not only for treatment but also for prevention and early disease detection, reflecting a shift toward proactive healthcare.
The hospital is equipped with CT scan, X-ray, endoscopy, and mammogram machines, and offers services including ICU, NICU, OB-GYNE, radiology, laboratory, cardiovascular, pulmonary, dental, and dietary care. It is also applying for PhilHealth YAKAP accreditation.
With a 143-bed capacity, the hospital is designed to provide services comparable to private facilities while remaining accessible to low-income patients.
Pineda said the facility prioritizes preventive healthcare and early detection of serious illnesses.
“Ito pinatayo ko talaga [para sa] preventive healthcare ko. Maraming gagawing examination sa tao para hindi siya magka-cancer, para hindi lumala yung sakit niya,” she said.
The governor added that plans are also underway to expand specialized services, including a catheterization laboratory for heart-related procedures such as angiogram and angioplasty.
Relief and gratitude from patients
For patients, the new hospital brings both financial relief and improved access to care.

Charito Sambat, 58, from Floridablanca town, who has hypertension, high cholesterol, and fatty liver, said the facility is a big help for patients who cannot afford private hospitals.
“Malaking tulong itong hospital para sa amin na wala namang kakayahang magbayad sa private hospital. Malaking pasalamat at kaginhawaan para sa amin iyon,” she said.
She also thanked President Marcos Jr. and provincial leaders for the project’s realization.
“Nagpapasalamat din po kami sa mahal na Pangulong Ferdinand Marcos sa mga tulong niya lalo na sa Pampanga. Maraming makakagamit na pasyente dito sa binigay niyang P85-milyong donasyon,” she added.
Rebita Miel, 64, who suffers from hypertension, diabetes, and ovarian cyst, said free services are a lifeline for indigent patients.
“Napakalaking bagay lalo na sa mga katulad namin. Yung mga programang ganito, ‘yun talaga ang hinihintay namin lalo na meron tayong libreng operasyon, libreng mga gamot, libre sa doktor. Lahat naaavail namin. Sa ating mahal na Pangulo, maraming maraming salamat sa tulong na ibinigay ninyo sa Pampanga,” she said.
Once fully operational, PPH-Clark is expected to strengthen healthcare delivery in Central Luzon while providing dignified and affordable care to thousands of Kapampangans.
