Mayor Anthony Joseph Torres of Guagua, Pampanga has ordered classes from pre-school to senior high school in all public and private schools in the municipality, to shift to alternative delivery mode (ADM) on Monday, August 17, due to the effects of the southwest monsoon.
The mayor issued an executive order on Sunday, August 16, suspending face-to-face classes.
“Persistent rainfall brought by the southwest monsoon is forecasted by PAGASA to continue to affect Pampanga until 17 August 2026, causing floods in a significant number of barangays in Guagua, which present potential risks to the safety and well-being of the students,” Torres said.
In the August 16, 4:00 p.m. situation report, the Municipal Social Welfare and Development Office cited that 57 percent of the Guagua population, or more than 73,000 individuals, were still affected by the recent habagat and Typhoons Luis and Maymay.
“Upon consultation with the stakeholders from the education sector, it has been deemed most beneficial for the continuous learning of the students to shift to an alternative mode of delivery of lessons on 17 August 2026,” he said.
