New Clark City positioned as AI, advanced industry hub

CLARK FREEPORT — The Bases Conversion and Development Authority (BCDA) has underscored the strategic role of New Clark City as a future hub for artificial intelligence (AI), advanced manufacturing, and digital innovation under the Luzon Economic Corridor (LEC), through the Pax Silica initiative.

The initiative is being advanced in partnership with the United States and Japan, focusing on four priority sectors: energy, transportation and logistics, digital connectivity, and advanced manufacturing.

BCDA President & CEO Joshua Bingcang, during a media briefing held at the New Clark City on May 18, said infrastructure development remains central to the corridor’s progress, including enhanced airport connectivity, expanded energy systems to ensure long-term supply, and digital infrastructure aimed at strengthening the Philippines’ position in global technology supply chains.

“This partnership allows us to translate investments into real opportunities for Filipinos—quality jobs, better connectivity, and a stronger, more inclusive economy,” Bingcang said.

The program is supported by the national government under Ferdinand Marcos Jr., alongside key economic agencies working to create a more transparent and competitive investment environment.

At the same time, the Philippines is advancing its role in the critical minerals sector, leveraging its natural resources to support industries such as clean energy and electronics manufacturing. A recently signed agreement is expected to strengthen cooperation in mineral processing and value-added production.

US Under Secretary of State for Economic Investments Jacob Helberg emphasized the importance of building resilient and diversified supply chains, particularly as demand for AI-related technologies continues to surge.

“When supply chains are overly concentrated, they become vulnerable. What we are building is a more reliable and secure system anchored on strong partnerships,” Helberg told the media during the briefing.

He noted that global supply chains for AI extend beyond semiconductors to include critical inputs such as rare earth elements, metals, energy systems, and manufacturing components—all of which require stable and predictable sourcing.

The collaboration aims to combine American technological reliability with Asia’s scale and efficiency, creating a new model for economic and industrial development.

Investor interest in New Clark City and the broader corridor continues to grow, with several foreign firms exploring opportunities in infrastructure, energy, and industrial development. Negotiations are ongoing for long-term land use arrangements and project implementation.

BCDA also clarified that development will extend beyond a fixed land area, adopting a corridor-based approach that integrates multiple locations connected by modern infrastructure.

With sustained government support and international collaboration, officials expressed confidence that New Clark City will emerge as a major center for innovation, AI development, and industrial growth in the region.
