
GUAGUA, Pampanga — One of the most cited facilities under the Bureau of Jail Management and Penology in Region III, the Guagua District Jail Male Dormitory continues to uphold excellence in jail management and public service.
Known for its commitment to humane safekeeping and holistic rehabilitation, the unit has been recognized as a Best District Jail awardee for three consecutive times, a recipient of the Gawad Karapatang Pantao 2022 by the Commission on Human Rights (CHR), and a Gray Dove Awardee for 2025. Further reinforcing its standards of quality service, the facility is also ISO 9001:2015 Certified, reflecting its adherence to internationally recognized management systems.
As the unit sustains its legacy of excellence, a new chapter unfolds as the jail unit formally welcomes JCInsp. Janice B. Cafongtan as the newly designated acting district jail warden. Her assumption to office marks a new chapter of leadership anchored on professionalism, service, and community-centered rehabilitation.
Prior to her designation, JCInsp. Cafongtan served at the Marilao Municipal Jail Male Dormitory, where she gained valuable experience in jail management and operations. She is also a member of the special tactics and response (STAR) team, demonstrating her capability in handling critical and high-risk situations. A proud graduate of the Philippine National Police Academy (PNPA) Class of 2011, she brings with her a strong foundation of discipline, leadership, and public service.
With her leadership, the Guagua District Jail Male Dormitory is expected to sustain and further strengthen the continuous implementation of programs focused on the rehabilitation and development of persons deprived of liberty. These initiatives aim to promote behavioral transformation, skills development, and successful reintegration into society.
