EVERY YEAR, when heavy rains and typhoons come, many parts of Pampanga experience the same familiar problem: flooding.
For some communities, the water disappears after several hours or days. But in some of our low-lying municipalities, families, farms, roads and businesses can remain surrounded by floodwater for weeks and sometimes much longer.
Government has been responding through dredging, desilting, dikes, drainage improvements, pumping stations and other flood-control projects. We recognize these efforts and the public officials, engineers and workers behind them.
But perhaps we Kapampangans should begin asking a bigger question:
After spending substantial public funds on flood-control projects year after year, why do many of the same communities continue to experience severe and prolonged flooding?
This is not an accusation against any particular agency, administration or public official. It is a question that deserves serious public discussion.
FLOODING DOES NOT BEGIN AT THE MUNICIPAL BOUNDARY
One thing ordinary citizens should understand is that flooding in Pampanga is much more complicated than a clogged drainage canal or a shallow river.
Pampanga is part of the much larger Pampanga River Basin.
Water falling upstream eventually finds its way through rivers, tributaries, wetlands and floodplains toward the lower portions of the basin and ultimately toward Pampanga Bay and Manila Bay. That means a flood problem in one municipality cannot always be solved by that municipality alone.
Water does not recognize barangay, municipal, provincial or congressional boundaries. This is why we believe flooding should increasingly be understood as a river-basin and water-management problem.
DREDGING IS IMPORTANT, BUT IS IT ENOUGH?
We often hear about dredging and desilting whenever flooding becomes serious.
These activities can certainly be necessary. Rivers and waterways that have accumulated excessive sediment may lose some of their capacity to carry water.
But dredging addresses only one part of a much larger system.
Suppose we dredge a river today. What happens if sediment from upstream continuously returns? What happens if enormous volumes of rainwater arrive downstream at the same time? What happens if drainage systems cannot carry the water? And what happens when the river is already full while high tide makes it difficult for water to discharge toward the bay?
We could find ourselves dredging again and again without sufficiently addressing the causes of prolonged flooding.
Perhaps the better question is not: “Where should we dredge next?”
But: “How should we manage the water from the time it falls upstream until it safely reaches the sea?”
THINK OF FLOOD MANAGEMENT AS ONE SYSTEM
A simple way of understanding the challenge is:
WATERSHED → STORAGE → RIVERS → DRAINAGE → DISCHARGE
First, we must understand where the water is coming from.
Second, we must determine where some of that water can temporarily be stored during extreme rainfall.
Third, our rivers, floodways and waterways must have sufficient capacity to carry it.
Fourth, our local drainage systems and pumping stations must be capable of moving water out of populated areas.
Finally, the water must have an adequate outlet toward Pampanga Bay and Manila Bay.
If one part of this chain does not work, flooding can remain.
MAYBE WE NEED TO STORE WATER, NOT JUST MOVE IT
One concept worth understanding is floodwater retention. Instead of allowing enormous quantities of rainwater to rush downstream simultaneously, strategically located detention or retention areas can temporarily hold some of that water and release it gradually.
These may include detention basins, reservoirs, wetlands, floodplains and, where scientifically appropriate, multipurpose dams. This is why natural areas such as the Candaba Swamp deserve careful protection and scientific study.
What may appear to some as simply vacant or undeveloped land can actually perform an extremely valuable function by temporarily accommodating enormous volumes of water.
Development is important. But we should also ask whether filling or building over natural flood-storage areas could unintentionally transfer water and flooding to another community.
SOMETIMES WE ALSO HAVE TO GIVE THE RIVER ROOM
Around the world, flood management is increasingly combining traditional engineering with nature-based solutions. Instead of assuming that every river must simply be confined by higher walls and narrower channels, planners also examine where rivers can safely expand during extreme events.
Wetlands, floodplains, retention areas and restored waterways can work together with dikes, floodways, drainage systems and pumping stations.
It does not have to be engineering versus nature. The better solution may be engineering working with nature.
OUR RAPID DEVELOPMENT MUST ALSO BE PART OF THE DISCUSSION
Pampanga is developing rapidly. We welcome investments, subdivisions, industrial estates, commercial centers and infrastructure because these create jobs and economic opportunities.
But development also changes how water behaves.
Agricultural land and open ground absorb water. Concrete roads, rooftops and parking areas do not absorb nearly as much. As more land becomes developed, more rainwater can rapidly enter our drainage systems.
Perhaps major developments should therefore increasingly be designed to retain part of their stormwater through detention ponds, rainwater harvesting, permeable areas and other modern drainage solutions. Development should continue but development itself must become flood-resilient.
WE SHOULD ALSO ASK WHERE THE WATER WILL GO
This may be one of the most overlooked questions. Even if we improve drainage and dredge rivers, the water ultimately has to go somewhere. For many parts of Pampanga, that means moving downstream toward Pampanga Bay and eventually Manila Bay.
If the downstream system cannot discharge water fast enough particularly during high tides water can back up into low-lying communities.
So perhaps we should not look only at the river beside our town. We should examine the entire journey of the water.
ONE MASTER PLAN, NOT HUNDREDS OF DISCONNECTED PROJECTS
There are many flood-control projects being undertaken by national agencies and local governments. Many may be necessary and beneficial. But ordinary taxpayers have a reasonable question: Are all these projects parts of one integrated master plan?
A drainage project in one town should not simply transfer water to the next town.
A dike should not protect one community while unintentionally worsening flooding somewhere else.
A dredging project should be based on actual hydraulic and sediment studies.
A floodway should be evaluated according to its impact on the entire river system.
And every major project should have a measurable objective.
Instead of simply asking: “How much was spent on flood control?”
perhaps taxpayers should also ask: “Did the flood become shallower? Did the water disappear faster? Were fewer homes and businesses flooded?”
Those are the outcomes that ultimately matter.
THIS SHOULD GO BEYOND POLITICS
Flooding did not begin with the present administration, and it will not disappear when the next administration takes office. Major flood-management infrastructure can take 10, 20 or even 30 years to complete. That means Pampanga needs a strategy capable of surviving changes in presidents, governors, mayors, legislators and political parties.
Perhaps what we need is a long-term Pampanga Integrated Flood and Water Management Roadmap supported by national government agencies, the provincial government, LGUs, engineers, scientists, academe, the private sector and affected communities.
The technical experts should determine the appropriate combination of solutions—whether these include dams, detention basins, floodways, river improvements, dredging, pumping stations, drainage systems, wetlands, watershed rehabilitation or other interventions.
The important thing is that these should be evaluated and designed as parts of one system.
A CONVERSATION WORTH STARTING
The Pampanga Business Circle does not claim to have the engineering solution to Pampanga’s flooding. That responsibility belongs to our engineers, hydrologists, scientists, planners and government institutions.
But as businessmen, taxpayers and members of the community, we believe we have every right and perhaps a responsibility to ask whether there is a better long-term approach.
We should continue supporting projects that genuinely reduce flooding.
But perhaps we should also start looking beyond the annual cycle of flooding, dredging, repairing and flooding again.
Let us encourage our government institutions, universities, engineers, scientists, business organizations and communities to sit together and look at the entire Pampanga River Basin.
Let us ask what Pampanga will look like 20 or 30 years from now if we continue doing essentially the same things.
And then let us ask what Pampanga could look like if we begin implementing a comprehensive solution today.
Flooding is a natural phenomenon. But living with the same devastating flooding generation after generation should not automatically be accepted as our destiny.
Perhaps it is time for Pampanga to have a deeper conversation about water.
And perhaps that conversation should begin now.
