PORAC, Pampanga — Responding to the clamor of residents of Barangay Balubad over traffic congestion and road safety, the Municipality of Porac has imposed a time-bound truck ban along two major road sections in the town.
Under Executive Order issued by Mayor Jaime V. Capil on October 22, 2026, the ban will cover General Luna Street and the Sepung Bulaun-Balubad-Salu Provincial Road within the territorial jurisdiction of Porac.

The truck ban will be enforced during peak hours: 5 AM to 9 AM and 4 PM to 10:00 P.M. During these periods, covered trucks are prohibited from entering, traversing, or operating along the designated routes, except for those expressly exempted.
Covered vehicles include heavy trucks, cargo trucks, delivery trucks, dump trucks, concrete mixer trucks, tractor-trailers, truck-trailers, and other heavy or oversized freight vehicles.
The order provides exemptions for trucks carrying food and perishable goods, essential commodities and oil tankers, as well as those engaged in emergency road repairs, drainage rehabilitation, utility restoration, and other essential public works duly authorized by the appropriate agency. Other vehicles exempted by existing ordinance or competent road authority are also allowed, subject to verification.
To mitigate impact, the Public Order and Safety Office (POSO) and the Porac Traffic Enforcement and Management Office (PTEMO), in coordination with the Municipal Engineering Office and the Provincial Government of Pampanga, will identify suitable alternative routes, considering road capacity, bridge load limits, residential areas, school zones, and pedestrian safety.
Enforcement will be handled by POSO and PTEMO together with the Porac Municipal Police Station. Measures include deployment of traffic personnel at entry and exit points, installation of traffic signs, public information campaigns, and coordination with businesses and transport groups on delivery schedules.
Violations will be dealt with under existing municipal traffic ordinances. The EO clarifies that no new fine or penalty is created by the order alone.
POSO and PTEMO are also mandated to jointly monitor implementation and submit an initial assessment to the Mayor within 30 days from actual enforcement, including changes in traffic congestion, compliance, effects on adjoining roads, road obstructions or accidents, and recommendations for adjustments.
The Executive Order will take effect only upon completion of legal requirements, including the necessary ordinance, coordination and approval from concerned road authorities — particularly since the Sepung Bulaun-Balubad-Salu road is a provincial road — and installation of traffic signs. The actual commencement of enforcement will be announced through a public notice.
The move is seen as a response to long-standing complaints from Barangay Balubad residents over heavy truck traffic affecting daily travel, road safety, and local infrastructure.
