
CAMP OLIVAS — A suspect in the killing of a barangay official in Bulacan was arrested by joint police operatives during a manhunt operation conducted in Kawit, Cavite on April 10, 2026.
The 45-year-old suspect was apprehended at around 11:30 AM in Barangay Marulas, Kawit, Cavite by virtue of a Warrant of Arrest dated February 20, 2025, issued by the Regional Trial Court Branch 11, City of Malolos, Bulacan, for two (2) counts of Murder, with no bail recommended.
The accused is one of the suspects in the killing of Hon. Ramil Capistrano, ABC President of Bulacan, and his driver, Shedrick S. Toribio, which occurred on October 3, 2024 in Barangay Ligas, City of Malolos.
The arrest was carried out by the Tracker Team of the Bulacan Provincial Intelligence Unit, in coordination with personnel from Bulacan 1st PMFC, Malolos City Police Station, RID 3, RSOG 3, RIU 3, and Kawit Municipal Police Station, Cavite PPO, under the overall supervision of PCOL Jay B. Baybayan, OIC, Bulacan PPO.
During the operation, the suspect attempted to evade arrest by fleeing on board a motorcycle but accidentally collided with a vehicle used by the operatives, leading to his immediate arrest.
The suspect is currently under the custody of the Bulacan Provincial Intelligence Unit for documentation and proper disposition, pending the issuance of a commitment order.
PBGEN Jess B Mendez, Regional Director of PRO3, commended the operating units for the successful arrest, emphasizing that the operation is aligned with the PNP Focused Agenda of Chief, PNP, PGEN Jose Melencio C. Nartatez Jr., particularly in the intensified campaign against wanted persons and the swift administration of justice.
“This operation reflects our firm commitment to the PNP Focused Agenda of our Chief, PNP, PGEN Nartatez Jr.—to ensure that those involved in heinous crimes are relentlessly pursued and held accountable. Walang puwang ang pagtatago sa batas. We will continue to track, locate, and arrest wanted persons until they are brought before the courts,” RD Mendez said.
He further underscored that the success of the operation highlights the importance of intelligence-driven operations, inter-unit coordination, and sustained manhunt efforts in strengthening public trust and ensuring safer communities.
