Regional Prison Facility to rise in Nueva Ecija, seen to ease jail congestion

PALAYAN CITY — A 60-hectare Regional Prison Facility of the Bureau of Corrections (BuCor) will soon rise in Nueva Ecija following its groundbreaking in Palayan City, aimed at helping ease jail congestion while generating employment and boosting local economic activity.

Located at Sitio Pinaltakan, Barangay Caballero, the ₱470-million facility will have a capacity for 7,500 Persons Deprived of Liberty (PDLs) across three security camps.

It will feature reinforced perimeter fencing, guard towers, controlled entry points, and modern surveillance and communication systems to ensure orderly operations.

Nueva Ecija Governor Aurelio “Oyie” Umali said the project responds to the directive of President Ferdinand Marcos Jr. to decongest jail facilities.

He noted that the provincial government purchased the 110-hectare land in 2010, with 60 hectares later donated to BuCor as part of its Regionalization Plan.

Umali added that the property was intended for long-term development projects that will benefit future generations, while also stressing support for the rehabilitation of PDLs.

He likewise encouraged BuCor to patronize agricultural produce and other local products from Nueva Ecija.

For his part, BuCor Director General Gregorio Pio Catapang Jr. said the project is the first Regional Prison Facility to be established in nearly 50 years, adding that it is expected to bring development to the host community.

He also thanked the governor, who personally granted permission to use the land. 

Catapang further noted that BuCor aims to establish similar facilities in every region, with Nueva Ecija as the first to host the project.

The Regional Prison Facility is expected to generate thousands of jobs during construction and create permanent positions in security, administrative, medical, and program services once operational.

It is also seen to increase demand for local goods and services such as food, materials, and other needs, while improving infrastructure in Palayan City and nearby areas, including roads and utilities.

Overall, the project positions Nueva Ecija as a hub for development and reform under BuCor’s modernization efforts.
