CITY OF SAN FERNANDO – An alternate route promising relief to the worsening traffic congestion in this city has emerged with the SM Development Corp. giving full rein to the city government on the use of its 9,328-square-meter land in Barangay Del Carmen for a proposed 1.25-kilometer bypass service or access road.
SMDC executive vice president Grace Evangeline Sta. Ana signed with Mayor Vilma Balle-Caluag on Jan. 9 a memorandum of agreement whereby the company “has agreed, as an act of cooperation, liberality, and generosity, to voluntarily and freely give and convey by way of conditional donation” SMDC’s Del Carmen-based property.
SP Resolution No. 2025-072 authorized Caluag to enter into a MOA with the SMDC.
Caluag said the proposed bypass road will connect Paskuhan Road and Calulut Centro Avenue, parallel to the North Luzon Expressway, noting the SMDC land as “suitable and strategic” for the purpose.
With the signing of the MOA, the city government targets to complete within 18 months the conduct of a series of activities, including the site inspection and surveying of the property and other necessary works prior to the actual construction.
Caluag said she is in close talks with outgoing House Senior Deputy Speaker Aurelio “Dong” Gonzales, Jr. and Pampanga 3rd District incoming Rep. Mica Gonzales for national government funding of the bypass road.
